The Integrated Emergency Response and Command Center is oriented to the management needs of "all disaster types and large emergencies" in the new era. Through the construction of a comprehensive emergency command and dispatch platform, an integrated command system integrating "pre-emptive monitoring and early warning, rapid response to incidents, coordinated handling during incidents, and post-event summary assessment" has been built. With the "one map" for risk monitoring, integrated command coordination, emergency linkage with "one-click communication", precise monitoring of disaster risks, scientific mobilization of rescue resources, and coordinated disposal of emergencies, disaster accident losses have been minimized.
1. Comprehensive multi-scene monitoring and early warning: Using technologies such as IoT perception and video intelligent recognition, the solution dynamically perceives and actively identifies high risks, automatically sends out warnings, comprehensively grasps the risk situation in many fields such as natural disasters, urban lifelines, public safety, and safety production, and reduces the incidence of hidden hazard accidents.
2.Risk Situation Intelligent Research and Judgment: Using big data intelligence to determine the risks that may arise, the platform analyzes the impact, scope, and trends that may be caused by emergencies, helps managers grasp the risk situation, improves the ability to identify and analyze risks in various industries at an early stage, and makes preventive decisions in advance.

1. The urban internal flooding risk monitoring
The platform builds a "map" for internal flooding monitoring, dynamically monitors risk status indicators such as rainfall and water level at internal flooding points, and assists management departments in tracking, evaluating, and carrying out cross-departmental command and dispatch. In the event of an internal flooding event, the relevant departments can quickly grasp the distribution of internal flooding points and the resources of surrounding schools, communities, hospitals, etc. on the "one map" to analyze the impact scope of the disaster. It can also organize the municipal guidance work in an orderly manner with reference to real-time rainfall, traffic, and other information, carry out multi-party linkage rescue with integrated communication, and other means by retrieving real-time videos to understand the situation of key places, internal flooding points, traffic, etc.
2. Supervision and management of production safety
Based on the digital twin map, the platform dynamically obtains factory environment video and air, temperature, pressure, and other index data monitored by IoT sensing equipment and builds a "safety production management map" to visually show the operation of the factory. Once a risk is found, the manager can timely check on the basic situation of the enterprise, the operation status of the equipment, and the nearby video surveillance, send out reminders, and issue a rectification notice. In the event of a major risk event such as a fire, relevant departments can click on the map to view the risk points and the surrounding enterprises, schools, emergency resource distribution, etc., intelligently analyze the extent of the impact of the event on the surrounding area, and rationally arrange emergency rescue activities.
