Project Background

With the economic and social development, diverse interests, and conflicts and frequent disputes. The court system has been overwhelmed with cases after the reform of the filing system, leading to a trend of "litigation explosion". However, the traditional dispute resolution methods are often singular and the organizations are scattered, which makes it difficult to cope with the challenges brought about by contradictions and disputes in the new situation. In order to implement the important instructions put forward by General Secretary Xi Jinping to "prioritize the application of the non-litigation dispute resolution mechanism", adhere to and refine the "Fengqiao model" in the new era, and improve the comprehensive mechanism for the resolution of conflicts and disputes through diversified prevention and resolution, Beiming Software has created a "SuJieFen" non-litigation service platform, reducing the amount of court litigations through a diversified non-litigation dispute resolution model by promoting the non-litigation dispute resolution mechanism and forming a model of "non-litigation before litigation".

Project Brief

The non-litigation service platform "SuJieFen" is based on the overall goal of "one-stop acceptance at the front end, one-stop service at the mid-end, and integrated research and judgment at the back-end", covering modules such as case registration, case assignment, and case handling, and supports the collaborative handling of non-litigation cases with courts. The platform provides users with service applications, progress inquiries, case details, auxiliary tools, legal advice and other services via its mini program and PC; the service platform carries out intelligent operations such as case assignment, secondary diversion, administrative division matching, and data backfilling; the decision management platform provides management personnel with forecasting, risk warning, decision-making, prevention and other services to assist managers in social governance.
 
 

Solution Highlights

As a comprehensive, open and intensive non-litigation service platform, the "SuJieFen" has coordinated the "7 +1" non-litigation business such as people's resolution, administrative resolution, lawyer's resolution, administrative reconsideration, administrative adjudication, notarization, arbitration, and judicial appraisal. This approach achieves comprehensive dispute resolution coverage, transforming dispute acceptance from a scattered to a centralized model; dispute resolution from traditional to intelligent methods, available at all times; and service approaches from single to diversified. Through unified acceptance, intelligent classification, diversion and other functionalities, the platform achieves a precise resolution of conflicts and disputes, enabling "one-stop acceptance", "one-stop service", and "integrated research and judgment", and each case is resolved harmoniously.

Construction Achievements

Since its launch, the "SuJieFen" non-litigation service platform has reached 1.05 million registered users, with over 100,000 active users. In the past three years, the platform has mediated a total of 4,127,300 disputes for the people's resolution organizations in Jiangsu, with a 97.43% non-escalation rate. It has helped 95% of the courts in Jiangsu achieve a double decline in the volume and growth rate of civil and commercial cases, and has become an "activator" of modern governance at the grassroots level.
