To address the different governance scenarios of diverse governance entities, Zhejiang Province commissioned Beiming Software to create the first online dispute resolution mechanism in China, the ODR platform (Online Dispute Resolution). The platform leverages accumulated business data to assist the business, serving multiple entities in social governance. By establishing one-stop online service centers that are clearly positioned and traversed at all levels, the system has facilitated "one-stop" diversified dispute solution, and improved conflict resolution capabilities.
The online dispute resolution platform (ODR platform) integrates a comprehensive network for tiered and source-based dispute resolution, and is also a new exploration of the "Internet + social governance" model. The platform is guided by the concept of "priority to social mediation, with court litigation as a last resort", and resolves all kinds of conflicts and disputes online through modern information technology. A unified code streamlines the entire process, fully upgrading Zhejiang Province's online dispute resolution platform and creating a new mediation model.
The Zhejiang Dispute Resolution Code Platform is based on a multi-level dispute diversified funnel model that includes unified entrance, intelligent consultation, online evaluation, collaborative resolution, and judicial support. It has realized a one-stop service for all types of disputes online and offline, pre-litigation, petition, and appeal processes. The platform uses QR codes to activate service scenarios such as offline mediation centers and appeal service halls, fine-tune social governance resources, and improve the dispute resolution capabilities in the region. By aligning the color change of the code with the appeal transfer mechanism, the platform allows the citizens to sort out the handling of the appeal and managers to clearly identify the bottlenecks of dispute resolution services.
As of July 2022, the number of visits to the platform exceeded 11 million, and the number of cases exceeded 2.33 million. Since its operation in 2018, the number of cases received by the courts in Zhejiang Province has declined year by year, and the number of domestic litigation filings has declined for the first time in 2019. The platform has improved the progressive filtering system for tiered dispute resolution, prioritizing social mediation before court litigation, resulting in significant benefits for resolving disputes at their source. As a pilot of national key innovation projects, the Zhejiang province-wide ODR platform has been listed as one of the six key projects in the province to summarize and promote the "Fengqiao model" in the new era.
