Project Background

Due to the practical challenges such as unclear responsibilities of multiple parties, dispersed governance resources, insufficient perception of risks and hidden dangers, and delayed remote dispatch response, early warning, prevention and resolution of major social risks have become difficult. Since 2020, under the strong leadership of the Municipal Party Committee and the Municipal Government, and the effective guidance of the Judicial and Law Enforcement Committee of Beijing Municipal Committee, Shi Jingshan has been committed to maintaining stability at the source and creating institutional stability, coordinating multiple forces, breaking down data barriers, utilizing advanced intelligent tools, focusing on the fundamental issues of major risk prevention and resolution. Beiming Software was commissioned to build a "Shijingshan District Social Risk Assessment and Analysis Platform", exploring the formation of a "Shijingshan Model" that consolidates long-term national security through city-level stability.

Project Brief

The construction of the social risk assessment and analysis platform in Shijingshan District is suitable for the actual scenarios of social risk stabilization and control, with a breakthrough focus on preventing and resolving major risks, aiming to promote the modernization of social governance capabilities and levels. The platform’s construction includes four parts: major risk assessment and analysis in the district, intelligent hierarchical flow and transfer adapted to both times of peace and crisis, all-factor command and dispatch of multi-party governance resources, and integrated supervision and evaluation of risk management quality and efficiency. A refined closed-loop system of social risk assessment, analysis, tracking, and control has been in place.
 

Solution Highlights

The social risk assessment and analysis platform mainly focuses on comprehensive assessment and analysis, intelligent command and dispatch, and all-factor supervision and evaluation. It integrates the grassroots grid risk investigation mechanism, establishes databases for key personnel, events, and organizations in the region, deepens multi-sector data integration and analysis, and employs multiple algorithms to assist risk assessment and decision-making. It achieves early detection and prevention of regional key areas and major risks, diversified resolution of conflicts, multi-party coordination, and continuous follow-up of subject responsibilities.
 

Implementation Value

Shijingshan District focuses on the system development and improvement in the operation of the platform, information reporting, risk handling, data updating, supervision, and assessment. This has played a positive role in vigorously promoting public safety, solving prominent risks affecting security and stability, and creating a sound social environment for the celebration of the 100th anniversary of the founding of the Party, the preparations for the 2022 Winter Olympic and Winter Paralympic Games held in Beijing, and the successful convening of the 20th National Congress. It has also provided a local experience that can be replicated and promoted for the implementation of the Central Political and Legal Affairs Commission (CPLC)'s goal of "making cities the endpoint for major risks".
