Project Background

The people's courts adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement Xi Jinping Thought on Ecological Civilization and Xi Jinping Thought on Rule of Law, and actively explore China's experience in judicial protection of the ecological environment. In judicial trials, environmental resource cases have pain points such as difficulties in case identification, professional support, closed-loop management, accurate statistics, and collaborative trials. Moreover, the “three in one” trial for environmental resource cases has brought many challenges for environmental judges. At the same time, the public lacks a window to understand the judicial protection of environmental resources. To this end, Beiming Software has built an information platform for China's environmental resources trials, deeply integrating information technology achievements with trials to provide strong scientific and technological support for such trials.

Project Brief

The China Environmental Resources Trial Information Platform is mainly composed of an intranet platform for trials and case handling, and an Internet platform that serves the people. The intranet platform focuses on the difficulties in case identification, professional support, closed-loop management, accurate statistics, and collaborative trials. It has built five modules: trial assistance, case management, communication and collaboration, information dynamics, and database, providing intelligent auxiliary services for judges to handle environmental resource cases. In accordance with the idea of "convenient and beneficial for the people", the Internet platform has built nine modules including the home page, news information, case interpretation, litigation services, green finance, carbon peaking and carbon neutrality column, legal resources, resource protection, and development history to enhance public participation in environmental trials and expand the scope of judicial protection.
 
 

Solution Highlights

1. Establish a Case Feature Tag Library.
As the first national database of environmental resource laws and regulations, China Environmental Resources Trial Information Platform comprehensively includes the latest environmental laws and regulations. Utilizing big data and artificial intelligence technology, the platform automatically identifies case prosecutions and case details, creating a case feature tag library based on the characteristics of a large number of environmental resource cases. It provides automatic reminders for cases with environmental protection elements in the case filing process, guiding filing judges to assign these cases that align with the environmental resource feature tag to environmental resource trial departments to solve the difficulties in case filing identification.
2. Creating Intelligent Recommendation Services for Case Handling
The platform has built a professional knowledge base and the country's first database of environmental resource laws and regulations, realizing intelligent recommendation services for case handling and closed-loop management of environmental resource cases.
3. Developing Case Management and Collaboration Functions
The platform establishes case management functions for multidimensional statistical analysis, addressing previous challenges in accurate statistics for environmental resource cases. It also develops communication and collaboration functions to display relevant information about green finance activities, law enforcement activities, and other departments, thereby easing the coordination difficulties during the trial process of environmental resource cases.

Implementation Value

The China Environmental Resources Trial Information Platform was officially launched to the national courts on January 12, 2023. Up to now, nearly 50,000 visits have been made to the intranet end of the platform, 6,685 cases have been analyzed and judged by the platform, and 1,893 cases with environmental resource characteristics have been successfully identified. In addition, the platform has included 785 laws and regulations and judicial interpretations in the field of environmental resources; 1,827 national industry technical standards and 2,447 local industry technical standards have been included; 301 ecological environment lists have been included, and 169 accreditation agencies in the national environmental protection field and 176 experts in Jiangsu Province have been introduced.
