In order to implement the "Outline for Buiding National Strength in Transportation" and the "Six Action Plans for the Integrated Development of Port and Shipping in the Yangtze River Delta", the Jiangsu Maritime Bureau proposed the "Guiding Opinions of the Jiangsu Maritime Bureau on Accelerating the Smart Maritime Construction", striving to promote the modernization of Jiangsu's maritime governance system and capacities. To this end, the Jiangsu Maritime Bureau intends to develop an integrated port and shipping information-sharing system to achieve cross-regional and cross-departmental information sharing and mutual recognition of regulatory services. In order to accelerate the construction of smart maritime affairs of the Jiangsu Maritime Administration, Beiming Software has proposed a solution, that is, the integrated port and shipping information sharing platform. The program aims to build an integrated platform for information sharing and connectivity between ports and departments. Through the platform, ports can share key data in real-time, such as port operations, ship dynamics and safety information, thereby improving regulatory and service efficiency. The project will propel the Jiangsu Maritime Bureau towards its strategic goal of modernization, improve its governance capacity, and contribute to the establishment of a smart maritime system.
The Integrated Port and Shipping Information Sharing Platform Project of Jiangsu Maritime Bureau involves using the data from its secondary data center as well as its port and shipping business to build a data resource catalog management platform, a port and shipping data sharing platform, and an integrated data operation and maintenance monitoring platform. This initiative aims to promote the integration of ship and shipping information applications. Under the overall user and portal framework of the data center, it achieves external data collection and internal maritime data integration and provides standard data interface services.
The Jiangsu Maritime Bureau Integration Port Information and Sharing Platform Project used the data of the Jiangsu Maritime Bureau's secondary data center and port business. It broke down the data barriers between maritime and port data systems and achieved cross-departmental and cross-domain joint development and shared results. This has formed two management chains, namely, “big ships, docks, and small ships", and "vessels, ports, and cargo owners", promoting credit maritime construction and data service openness, while increasing the influence of maritime departments. In addition, the project established a unified data resource directory and two industry data standards, targeting applications at the direct bureaus, branch bureaus and command centers, solving the problem of cross-regional and cross-departmental information sharing and mutual recognition of regulatory services.
The Jiangsu Maritime Bureau Integrated Port and Shipping Information Sharing Platform project addressed the problem of cross-regional and cross-departmental information sharing and mutual recognition of regulatory services, integrated and compiled the existing data resources of the bureau, and built the interconnected channels of maritime and port data, improved the level of maritime safety governance, integrated development of port and shipping credit management, increased the application value of port and shipping data, established a standard data operation and maintenance system to standardize the external data service process, enhanced the openness of data services, and expanded the influence of the maritime departments.
