The 2020 Industrial Technology Foundation Public Service Platform — IoV Pilot Application Environment Construction and Scenario Testing and Validation Platform Project is a national project established by the Ministry of Industry and Information Technology with the goals of accelerating the improvement of the industrial technology infrastructure, enhancing fundamental industrial capabilities, and ensuring industrial innovation and quality improvement of the industry. The project is undertaken by a consortium of 9 units led by the Road Network Monitoring and Emergency Response Center of the Ministry of Transport. With the goal of "connecting Beijing-Shanghai Expressway and enabling trunk logistics", based on the 5.9GHz frequency band of VICS, the project focuses on creating application scenarios such as "merging and diverging safety warnings and guidance", "tunnel safety warnings and guidance", "quasi-all-weather auxiliary passage", and "lane-level differentiated services". It aims to build the first VICS demonstration expressway in China, promote traffic safety, and improve travel efficiency.
Relying on cloud computing, the Internet of Things, C-V2X, big data, AI and other technologies, the Ministry of Transport's VICS Project has built an internationally leading IoV pilot demonstration zone, featuring scale verification, innovative models, and industry-driven development. It has built a ministerial-level cloud center platform that is highly applicable, reliable, and safe to conduct unified operation monitoring, overall management and control of data and events throughout the expressway. It conducts joint control, notification, and collaborative operations across multiple regions, which has improved resource utilization. At the same time, the platform built a business support layer, including a full-line collaborative dispatch system, an AI platform, a roadside software unified management system, and a VICS equipment operation monitoring system, which provides a unified foundation for VICS.
1. Cross-Province Coordination Verification Platform
The platform built an advanced IoV application environment integrating "large-scale vehicle renovation, comprehensive road-side deployment, and cloud-based services" to achieve cross-provincial verification of the G2 Beijing-Shanghai Expressway.
2. Supporting Multi-scenario Applications
According to the expressway and urban business needs, the platform explores multi-scenario IoV applications based on C-V2X and ETC technology and carries out large-scale verification, forming a holistic VICS platform architecture and business system.
3. Cross-industry Interconnection
The platform formed a sound management and operation mechanism, and realized close contact between the operating entities and the competent departments, which strengthens cross-industry collaboration, interconnection between platforms, and information sharing. It formulated a unified data open interface, accelerating the extensive application of the IoV with the market at its core.
The Ministry of Transport No. 1 Expressway VICS Project is a key focus for implementing the relevant strategic plans of the national government, the Ministry of Industry and Information Technology, and the Ministry of Transport. Through the construction of the project, a ministerial-level VICS platform has been built. Meanwhile, it explored and determined the structural relationship between the ministerial-level platform and regional platforms, and carried out the development of ministerial-level VICS business to systematically enhance the business management of expressway operators. In addition, the platform offers convenient services through accompanying information services and intelligent route planning; and comprehensively facilitates the safe and efficient travel of vehicle users, especially in accident-prone areas and adverse weather.
