Project Background

In order to implement the strategic decisions made by the 19th National Congress of the Communist Party of China on the construction of a network powerhouse, digital China, and smart society, Guangzhou launched the "SuiZhiGuan" urban operation management hub project in 2020 as the city’s general hub, platform, and entrance for urban operation management; as a command center, cockpit, and dispatching station for leadership decision-making, it explores a new path of full-cycle digital governance that meets the characteristics and rules of a megacity.
"SuiZhiGuan" is a project jointly built by Beiming Software and Tencent. The project has integrated the city's digital resources such as the urban information model (CIM) platform, the “four standards and four realities platform, the space-time cloud platform, the video cloud platform, etc., forming a digital city base composed of AI intelligent middle platform, blockchain platform, big data middle platform, and a unified communication system, etc. Based on the digital base, the project has built a special application covering 20 scenarios including smart party building, economic operation, one-stop online services, urban management, transportation operation, business environment, government services, emergency management, etc. With the goal of "efficient handling of a single issue", it has created comprehensive application scenarios such as Yangcheng Pioneer, epidemic prevention and control, major holiday control, and cross-department comprehensive management of dump trucks.
 

Project Highlights

1. The all-time domain perception of urban operations platform
"SuiZhiGuan" is guided by urban management and development needs. It has taken the lead in developing five panoramic maps of "people, enterprises, land, objects, and government" in the country. It has connected 115 business systems, and collected more than 3 billion data entries, over 300,000 high-definition videos, and more than 110,000 sensing devices in various fields, forming 2,641 urban sign data items, and building a city operation evaluation system with 211 indicators in 8 categories such as natural resources and transportation operations. By building a digital twin city that corresponds to the physical world based on CIM, the platform displays the operating status of the city at multiple levels and in an all-round way, obtains operation information in key areas such as urban transportation, infrastructure, public safety, ecological environment, and social economy, achieving "digital integration, dynamic interaction, and integrated development".
2. Comprehensive support for urban evolution
"SuiZhiGuan" integrates multi-dimensional information in various fields of the city, using data integration and visualization technology to develop thematic applications such as smart party building, economic operation, one-stop services, urban management, transportation operation, business environment, government services, and emergency management. Through cross-disciplinary and cross-system data integration and correlation analysis, it provides comprehensive and objective data support and basis for decision-making analysis of the urban operation management hub, and promotes the scientific evolution of the city.
3. Create a new model of urban governance in all dimensions.
"SuiZhiGuan" integrates the information resources of multiple departments such as comprehensive management, law enforcement, urban management, environmental protection, transportation, and public security. Through the in-depth integration of data resources, digital technology, and urban business, it optimizes and improves the "efficient handling of a single issue" business processes and operation mechanisms, effectively promotes cross-department, cross-level, and cross-regional business linkages, and eliminates the fragmentation of government management and social governance. It enables coordinated event handling by all departments, and creates a new model of "one-stop management system and intelligent city governance".

Construction Achievements

1. Build a shared and collaborative urban digital base
The "SuiZhiGuan" project integrates the application of big data, artificial intelligence, blockchain, integrated communication and other technologies to build a digital base for the city, connecting digital resources such as application systems, videos, the Internet of Things, and spatiotemporal information in various fields in the city, forming the effect of "data sharing, business collaboration, up-and-down communication, and block linkage".
2. Build a digital twin city with holographic perception
"SuiZhiGuan" project comprehensively collects data elements in various fields, takes the lead in building five panoramas of "people, enterprises, land, objects, and government" countrywide. By correlating and aggregating relevant data elements in accordance with the field of urban governance, it builds a digital twin city with a holographic perception of urban operation.
3. Realize the cross-departmental urban management project of "one network for common governance".
Create the "SuiZhiGuan" urban operation management hub integrating perception, analysis, service, management and command, build integrated application themes like "Yangcheng Pioneer" and "epidemic prevention and control", and build a cross-departmental, cross-disciplinary, and comprehensive application scenarios such as integrated management of dump trucks, comprehensive command and dispatch for three defenses, and major festivals, so as to achieve real-time monitoring, rapid early warning, and active prevention of the operating status of urban transportation, infrastructure, public safety, ecological environment, social economy and other key areas.
