In order to fully implement the national strategy of becoming a maritime power and to continue promoting the "revolutionization, formalization, modernization" and "smart maritime" construction, the Maritime Bureau of the Ministry of Transport issued the "Maritime System" 14th Five-Year Development Plan" and the "Integrated Water Traffic Control" Construction Work Plan. These documents propose accelerating the development of digital maritime construction, further advancing the mechanisms of "one-stop online platform" and "one-stop management system", innovating integrated water traffic control with comprehensive factors and synergy in the whole process. The documents also aim to improve the construction of maritime information integration infrastructure, strengthen the application of maritime big data, and improve the ability of water traffic safety supervision, early warning, research, judgment, analysis and decision-making. Additionally, they seek to accelerate the development of a modern and intelligent dynamic water traffic management system that offers multi-dimensional detection, efficient coordination, intelligent disposal, and high-quality services, By 2025, the goal is to establish a dynamic management pattern of the integrated water traffic control. To this end, Beiming Software proposed a solution for the construction of an integrated water traffic control system, that is, a data engineering project for the construction of a maritime supervision and command system.
The Data Engineering Project for the supervision and command system is based on the overall structure and technical architecture of the secondary data center and the construction of the existing secondary database directly under the Maritime Bureau. From data collection to application, the project provides lifecycle management. This makes unified technical specifications possible and realizes cross-department and cross-level data sharing. By fully integrating existing resources, it reveals new values of maritime data, and helps build an integrated intelligent supervision platform to achieve scientific decision-making and efficient management.
The Data Engineering Project meets the following requirements of scientific early warning and prevention, coordinated emergency command, efficient search and rescue, and intelligent auxiliary decision-making. It improves the maritime bureau's supervision and emergency coordination capabilities across levels, departments, and regions, so as to effectively prevent and control risks. It improves the emergency early warning capabilities for ship accidents (dangerous situations) and pollution accidents (dangerous situations), simplifies the manual procedures for emergency supervision and reporting, optimizes and improves the emergency analysis model, strengthens the emergency drill function, improves the ability to receive police officers and emergency resource allocation, and improves the level of emergency auxiliary decision-making.
With the help of the Project, the supervision and command system has been installed for the Maritime Bureau of the Ministry of Transport and its 10 data centers directly under the Maritime Bureau. It has made unified technical specifications possible, and realized cross-department and cross-level data sharing. By accessing external data of industries, meteorology, emergency resources, etc., the project fully integrates existing resources, reveals new values of maritime data and effectively improves the accuracy and timeliness of maritime supervision. With the advent of the system, the bureau, the ships and the staff can all enjoy comprehensive access to data. It also enables business personnel to overview the dynamics of maritime supervision in each jurisdiction without leaving home, and improves the ability of scientific decision-making and efficient management.
