General Secretary Xi Jinping pointed out at the 14th National Civil Affairs Conference that "civil affairs work is concerned with people's well-being and their daily lives, and is a fundamental work of social construction." At present, there is still an unbalanced and inadequate development of the social assistance system in Dezhou, which makes it difficult to meet the diversified needs of people in need. The difficulties of social assistance are manifested in the dispersed assistance functions and resources, the lack of overall planning, and the inability to effectively connect various social assistance systems and departments, forming a "honeycomb" assistance system, which has lowered the efficiency and quality of social assistance. In this regard, Beiming Software has created a comprehensive service platform solution for civil and social assistance in Dezhou, helping the city to build a social assistance system that is coordinated between urban and rural areas, integrated into its policies, standardized in operation, and robust in its safety net.
The social assistance platform of Dezhou adopts the multi-tiered application construction model across city, district, and town levels. Based on the four dimensions of "service, management, supervision, and decision-making", it has built "one network and three platforms" (one network is the comprehensive social assistance information network; the three platforms are respectively the comprehensive social assistance service platform of Dezhou, the household economic status verification platform, and the call platform built on the 12345 citizen hotline). Through the above construction, the platform provides multiple services including business handling, monitoring and warning, and warning analysis for difficult groups, government agencies, social charitable organizations, etc., achieving full coverage of assistance services.
The platform aggregates the basic information of the city's 6 million population. Through dynamic monitoring of difficult groups, it effectively prevents the "silent minority" from missing out on the policy benefits due to their failure to apply for assistance.
Through the establishment of "one network and three platforms", Dezhou allows various rescue services to be applied through various channels, and difficult groups can apply for assistance with "no need to visit in person, remote processing, and home-based applications".
The platform unified the 42 assistance policy departments scattered in 15 functional departments, automatically identified and compared information through big data, and shifted from the "individuals looking for policies" to "policies identifying applicants", ensuring more precise and fair assistance.
The platform brings together the brands such as "charity fundraising" and "tiny wishes" that are engaged in assistance work, establishing a mechanism to boost the participation of social forces and creating a new assistance model of "funds + materials + services".
1. A total of 1.6 million people received assistance through the platform, which provided a “happiness list” to over 200,000 beneficiaries.
2. Through the active identification function, the platform achieves real-time dynamic monitoring of more than 200,000 low-income individuals.
3. Through the social co-assistance function, the platform raised over RMB 15 million in cotton coats, quilts and other donations, benefiting nearly 10,000 low-income families.
4. The platform's mechanism for boosting participation has helped more than 40,000 low-income individuals.
5. Through the "tiny wishes" function, the platform has helped more than 10,000 people in need submit their "wishes”, fulfilling over 8,000 of these requests.
The platform was awarded an "Excellent Innovation Practice Case in the Field of National Social Assistance for 2021"
