"Loan Shark" are a major form of organized crime and the main means for organized crime groups to accumulate wealth. Criminals disguise "Loan Shark" as ordinary private lending cases to the courts in an attempt to legitimize them through legal proceedings. Such lawsuits are essentially false lawsuits, which not only seriously infringe on the safety of people's lives and property and impair the economic and social order, but also seriously disrupt the judicial order and fairness. Effective measures must be taken to thoroughly rectify them. However, in judicial practice, “Loan Shark” are highly deceptive and obscure, making it difficult to distinguish them from ordinary private lending, which often hinders judges' ability to identify them. To this end, Beiming Software has created an intelligent warning system for "Loan Shark" false litigation, using information technology to assist judges in quickly and accurately identifying "Loan Shark" false litigation.
"Loan Shark" false litigation intelligent warning system developed several key modules such as situation analysis, crowd portrait, risk lender warnings, alerts for closed cases, comprehensive search, litigation agent analysis, key areas of concern, work results, professional lender directory, and documents. Relying on big data analysis, artificial intelligence technology, the system performs intelligent identification and warning of risk personnel and cases, assisting judges to quickly identify and confirm "Loan Shark" cases, realize automatic warning and scientific identification of such cases, so as to comprehensively combat them from the source.
The "trap loan" false litigation intelligent warning system of a higher people's court builds an algorithmic model of "trap loan" false litigation cases through the aggregation and analysis of the court's internal data and external data, as well as the application of cloud computing, big data, NLP, intelligent algorithms and other technologies to support the intelligent warning of eight types of high-incidence cases. Through the deconstruction of the court's internal information, police data, market supervision and management information, and linking behavior, facts, and evidence, the system identifies 79 supervision areas such as the plaintiff's prosecution frequency, involvement of police information, and negative arguments in documents, creating an intelligent big data profile of the "trap loan" false litigation cases and involved parties to assist judges in identifying the "trap loan" false litigation.
Since its launch in August 2019, the "trap loan" false litigation intelligent warning system has successfully identified 4,566 high-risk lenders and 4,326 risk lenders from more than 1.05 million plaintiffs, and 26,633 suspected "trap loan" false litigation cases have also been identified from over 1,581 million first-instance cases in seven categories such as private lending. One year after the system went online, the number of cases accepted in the first instance of private lending by the higher people's court decreased by 36.86% year-on-year, and the number of private lending cases decreased significantly, showing remarkable results of the intelligent warning system.
