Wangcheng District of Changsha focuses on the development positioning of "one city, three zones", implements the construction requirements of a "modern industrial cluster, a demonstration area for urban-rural integrated planning, and a leading area for civilization and livability", and seizes the new opportunities from national strategies such as building a cyber powerhouse, digital China, smart society. The district takes data as the starting point to drive forward the construction of a new smart city in Wangcheng District, aims to benefit the people, embody the spirit of Lei Feng in the new era with practical actions, strives for the new high-quality development, contributing to the construction of a city of beauty, prosperity and happiness.
The new smart city project in Wangcheng District of Changsha won the bid in 2019 by Beiming Software and Huawei Consortium, with full-scale construction commencing at the beginning of 2020. The project budget amounted to RMB 460 million, making it the first new smart city at the district and county level in China to adopt the Kunpeng architecture. The project takes the principle of "one cloud, one network, one screen", "visible, data-driven, intelligent", and "applicable, favored, useful" as the construction policy, focusing on solving specific problems through targeted interventions. Through the implementation of citizen-oriented applications, the project achieves intensive sharing of infrastructure, all-inclusive and around-the-clock convenient services, efficient and fine urban governance, and promotes the rapid development of the digital economy.
The new smart city in Wangcheng District is built according to the "1 +5 +3 +1" model. The first "1" is an intelligent, intensive and shared smart cloud base; the "5" is a smart application in five fields: public services, urban governance, livability, industrial economy, and characteristic Wangcheng; the "3" is the establishment of three major systems: safety assurance, standard specifications, and operation and maintenance management; the fourth "1" is an urban operation and management center integrating real-time monitoring, rapid warning, decision-making analysis, and command and dispatch. Through the construction of a new type of smart city, Wangcheng District has achieved "one network" for enjoyable life, "one data" for all access, "one certificate" to benefit all, "one station" for preferential business, and "one screen" for complete overview.

1. Use "small leverage" to achieve "major governance" to optimize urban management.
The new smart city of Wangcheng District focuses on solving large societal issues through targeted interventions. By the end of 2022, the Kunpeng Cloud Platform in Wangcheng has deployed 45 business systems; the big data platform has collected 397 million data resources from 28 units, covering more than 1.45 million population, over 160,000 legal entities, more than 1.42 million urban component data, and more than 590,000 real estate information, and exchanged 244 million data with 21 units through the library table; the video cloud platform has connected more than 10,000 video data in Sharp Eyes, urban management, water conservancy, transportation and other fields; the artificial intelligence platform has introduced more than 40 algorithm models to achieve real-time artificial intelligence perception and analysis of videos throughout the district, fully empowering the core applications of various commissioned bureaus (such as smart urban management, smart fire protection, smart community and other application scenarios), shifting the urban management mode from passive "governance" to active "prevention".

2. Build a variety of smart applications Enhance smart urban management
Wangcheng District has built more than 20 smart applications for five major areas, among which the applications of smart medical care, smart government affairs, certificate-free cities, “one report at most”, and school enrollment streamlining have made public services smarter and more convenient; smart parks, Internet of Things platforms and other industrial and economic applications help to optimize the business environment, empower the development of advanced manufacturing industries, and provide intelligent support for the realization of the "three highlands and four new missions" strategy; smart construction sites, smart transportation, Lei Feng Sentinel and other urban governance applications strive to improve urban management and social governance capabilities. In the livable environment sector, applications like smart communities and smart environmental protection are applied to enhance urban civility in subtle ways to create a better living environment.
3. Build a digital cockpit to realize the technology and concept of "one screen to view the city, one screen for comprehensive management"
urban intelligent operations center (IOC) integrating video + AI + big data. Based on 2D and 3D GIS maps and various data resources, build a 3D digital twin platform to display the 3D panorama of the city and achieve "one screen to view the city, one screen for comprehensive management". At the same time, the IOC combines the business of industrial economy, urban governance, social livelihood, transportation and other fields to build a digital cockpit, and improve the scientific, refined and intelligent management of urban operations.
Wangcheng District is the first district-level new smart city in the country to adopt the Kunpeng architecture. The new smart city project in Wangcheng District, Changsha was approved by the State Council in 2020. At the China Hi-Tech Fair (CHTF) jointly organized by the Ministry of Commerce, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the National Development and Reform Commission, etc., the project won the "2020 China Leading Smart City Award". In addition, "Certificate-free City" was featured on CCTV's "Xinwen Lianbo" and various local media platforms. The "One Report at Most" system won the "Top Ten Typical Applications of New Smart Cities in Changsha City" award; "Lei Feng Sentinel" was awarded the "Service Excellence Model" of the 6th National 12345 Government Service Convenience Hotline in 2022, the "Grassroots Governance Vitality Model" of the 12th Data Intelligence Application in 2022, and the "2022 Digital Government Management Innovation" award of the 2022 China Digital Economy City Summit.
